Everett Ross scoffing at the idea of Bucky getting a lawyer. That’s when Steve chose not to sign the accords, before that he was undecided. He had questions that were never answered, then Peggy, then Bucky and everything else.

I love that even after hearing there was a shoot on sight order for Bucky, Steve still had faith that there would be some semblance of justice once they were in official custody. Sure, they were captured, but from there they would (and could) move forward. Everyone has rights.

Do you think that that Steve would have for one second gone quietly if he knew that Bucky would be locked up like that, not because of guilt, but because they needed a scapegoat? When Everett Ross with his american accent, scornfully denied Bucky his right to legal counsel, do you think that was when Steve realised, it wasn’t just SHIELD that’s corrupt, it’s everybody.

Do you think that when Tony admitted to keeping Wanda against her will that 

Steve died a little inside. The circle of people he can trust getting smaller every minute.

Do you think about how it must have been such a relief to finally drop that shield and all the strings that came with it.
